Construction on the North Potomac Community Center would be delayed by six months under Montgomery County Executive Isiah Leggett’s proposed changes to the six-year capital-spending plan released this month. Citing “fiscal constraints,” county records show construction on the North Potomac Community Center would begin in the fall or winter of 2013. The delay comes after Montgomery County Council authorized spending $38 million to build the community center, a 33,000-square-foot facility to be built next to Big Pines Park.
